2. Repo-local docs: AGENTS.md, PROJECT.md, README.md, docs/, adr/
3. Active issue/PR/task description
4. Linked project gists or design docs
5. Confluence/Google Docs
6. External API docs
7. General web search only if needed

Before editing:
- read the repo guidance files
- search for similar existing implementations
- inspect relevant tests
- identify docs/specs that need updates
- flag stale/conflicting context
- produce a concise implementation plan

Do not modify files until the plan is complete.
